Mark Gaughan, of the Buffalo News, reports the Buffalo Bills will payout to their top 51 players about $75 million, which is one of the lowest figures in the league. The figure does not have any correlation to the salary cap and is not a sign of a rebuilding team, as two playoff teams from a year ago, the Tampa Bay Buccaneers and New England Patriots, will have lower real money figures this season.

Ralph never stopped TD from signing guys he wanted and TD was amazingly successful in getting the guys he targeted. He made some poor decisions but that's not on Ralph. I think you need to be fair and give Levy/Jauron a chance. There was little point in flushing a bunch of money on a few high priced vets when you've got a team full of question marks. This season will give us a much better look at where we are.

It mentions they need to pay for two 1st round picks as well - none of the picks are included.

That's why I said it seemed like it's another bad draft. You're right, no one will know if it's good or bad for a couple of seasons yet. But when all of the first day moves received a pretty much universal "What the ****?" from anyone who knows about football, it's not a good sign.
