That's funny. I rank PFT as last in credible football sites. But to their credit, they DID provide this disclaimer:
Ah, power rankings. A useless, meaningless attempt to prioritize teams from top to bottom. And true NFL fans love them.
They become even more meaningless before training camps open, since so much can and will happen between late July and early September to shape the fate of a team for a given season.Comment

We're not saying that the Bills will finish as the worst team in the league. There's too much that can happen, and due to free agency the difference between the best and worst team is much narrower than it used to be. But this organization has more question marks than the Riddler's longjohns, and for now it deserves to be regarded as the worst in the league.
That's a fair enough statement, considering the source.
Hey, at least they don't have to worry about failing to fulfill anyone's expectations.
Guess they didn't read the minutes from the last Homer's Club meeting.
