If a player is inacive does that mean he can't play that game? I would assume so but just checking.

They just said that he was the 3rd QB. I dunno.

3rd QB is the exception that proves the rule. Teams are allowed to dress 45 players plus the 3rd QB. If he goes into the game before the 4th quarter, the other 2 QBs can't go back in

No - there are cases when they can play. Other than 3rd QB a player can play if another player is thrown out of the game (say bumping an official or mooning them for a bad call). The 3rd QB can come in anytime but if he comes in before 4th quarter 1st and 2nd QB can not come in.

Incorrect. Has happened before (incuding for the Bills) that a player who was inactive was sent in.

Speaking of Brooks, why did the Jets get rid of him? He had future franchise QB numbers 1558 yards, 7 TDs 6 INTs 72.9 RAT last year. All he needed was experience.
