If the stars align correctly and Buffalo somehow manages to beat Indy this weekend, would that be the biggest surprise victory in Bills history? The only other one I can think of is pretty recent - the 31-0 victory over New England on opening day a couple years ago.

What other victories has Buffalo had that were completely unexpected?

I'd say being down 35-0 at half time and then winning would be a pretty big suprise.

Well, good point (although it was 28-3 at the half...). I was more thinking about games that were surprises because we thought before the game we didn't have much of a chance.

Cinci last year was a recent one.

17-16 over undefeated Jacksonville in 98. Flutie's last second run capped a 3 game winning streak to get the team to 500 after an 0-3 start and spur a playoff run.
