There is an audio link in there but to sum it up:

His girlfriend wrote a letter asking to drop the charges. She says she did not require medical attention.

A little vague, not much info but it does not appear to be anything major.

A prosecutor is recommending a judge dismiss a harassment charge against Buffalo Bills rookie safety Donte Whitner, who was arrested following an alleged domestic dispute with his girlfriend.

Hamburg Town Prosecutor Dennis Gaughan said Monday he will make the recommendation after receiving a letter from Whitner's girlfriend requesting the charge be dropped. Gaughan said the girlfriend, who has returned home to Ohio, also wrote she did not require medical attention after police were called to Whitner's home in suburban Buffalo on Nov. 5.

Gaughan said he expected the charge to be dropped by Tuesday.

Judges sometimes to not follow prosecutor requests.

Technically yes. But if the prosecutor has been informed by the complaining witness that she does not wish to proceed with the charges, then for all intents and purposes the matter is over. In a case like this, where the complaining witness (girlfriend) is also likely the only witness to the behavior which led to the harassment charges, the prosecutor really has nothing to present to the jury. It's safe to say that Donte is in the clear.
