Usually teams don't put an up man on punt returns because it either gives them an extra player to attempt a block or an extra player to set up the return.

But April saw the Chargers were struggling kicking into the wind and put Leonhard (who has returned punts before) back as an up-man in front of the intended returner (Parrish). The Chargers didn't seem to expect a returner to get to the ball on that short of a punt and it worked perfectly.
