Because he has the TP label, Cincy has up to 7 days to match any offer for Spikes. The magic date on the Price situation is 3/15. Thus, in order to get Spikes under contract by 3/15 the Bills would have to make an offer before 3/8; thus allowing them time to trade PP if they so wish or don't desire to carry both Spikes and PP on the roster.

If it goes after 3/15, won't Price just sign the 1 year tender, to avoid having the Bills lift the tag and there being no market for him?

Donahoe said that, if Price signs the one year tender, there will be no negotiations with other teams.
