Because Cincy has a talent of not keeping good players.

In all seriousness,Spikes doesnt want to play for Cincy Next year. There Coach Marvin Lewis doesnt want someone around who doesnt want to play for them and give them 110% which Spikes will not so he will be a Bill next year.Money isnt an option its where he wants to play for next year and Cincy wasting there time on a player who doesnt wanna play for them.....

Well, TD is preparing a contract. At least that is what the media says and Takeo says he expects to get one. I highly doubt TD would give Takeo an offer sheet and waste a week of FA if he doesn't think he can get Takeo.

Lewis is bringing in LBs into Cincy that play the same position as Takeo. If they would match anything, why would they waste time to do that?

1 - I believe that Buffalo is going to try to structure it so it would be hard for Cinci to match.
2 - Cinci is still trying to sign people, so hopefully the more they sign the harder it will be to match.
3 - Since he doesn't want to be there, they are already trying to find replacements
4 - If there was no chance we are going to get him, then I don't think he would be in Buffalo for 3 days right now. TD I don't think would bother, if we didn't have a chance.
5 - It is definitely not a guarantee, so right now it's all just hope.

This is all just my opinion from what I have read.

One simple reason why Cinci won't match the offer - Brown is notoriously frugal, and won't want to front the $10 million signing bonus for a player who doesn't want to be there. If they really wanted him, they would have franchised him, not transitioned him. That's what I'm hoping??
