Do we have to wait the 7 days or can Cincy just say "We dont want him" and Spikes be officially a Bill say today or tomorrow?

I think they can officially decline to match it before the week is over.

They have up to 7 days to match the offer. They can tell the NFL tomorrow that they won't match it, but they will likely wait at least a few days.

I am going to bet Cincy will not match it...they have a offer out to Hardy and they are interested in Thornton and a couple of others. If they match the offer they are then out of the market.
