New player conduct policy


NFL Commissioner Roger Goodell is expected to announce a serious, no-loopholes, get-tough personal-conduct policy Tuesday during the league's annual owners' meetings in Phoenix.

As it stands, the conduct policy is very cognizant of an athlete's right to due process. Four-game suspensions are the maximum, and those aren't handed out lightly.

Goodell, who has autonomy to revise the policy without a vote of ownership, may go as far as to announce one-year suspensions for players who are multiple offenders.


Revision to pass interference penalty


A proposal by 49ers coach Mike Nolan to differentiate pass interference penalties, separating flagrant fouls where a receiver is clearly mugged downfield from incidental contact is on the agenda. The proposal suggests a 15-yard penalty for less flagrant fouls, similar to the current college rule

Deeper kickoff in Overtime


The competition committee will push to move kickoffs in overtime from the 30- to the 35-yard line, arguing that a deeper kickoff will lessen the advantage for the team that wins the toss.


Defensive player helmet radio


Adding on-field radio communication between a single defensive player and coaches, similar to the radio receiver that quarterbacks now have in their helmets

Permanent instant replay rule


...with each stadium upgrading its replay equipment to high-definition video to aid in reviews

Increasing gameday roster from 45 to 47 players
