    Policy sees bright side in Browns' QB controversy

    BEREA, Ohio (March 11, 2003 8:31 p.m. EST) - Carmen Policy has been through a heated quarterback controversy before, and the Cleveland Browns president loved every second of it.

    "I've seen it bring out the best in the best," said Policy, who was in San Francisco when Joe Montana and Steve Young went head-to-head for the 49ers' starting job.

    Policy addressed the Browns' quarterback controversy between Tim Couch and Kelly Holcomb during a wide-ranging interview at the club's training complex Tuesday.

    Policy, who has 10 percent ownership in the Browns, also said he's ready to make a long-term commitment to the club beyond 2003 - the final year of his contract as team president.
