Packers refuse to match Redskins' offer to Bowen

GREEN BAY, Wis. (March 11, 2003 8:38 p.m. EST) - Safety Matt Bowen became a Washington Redskin on Tuesday when the Green Bay Packers declined to match Washington's four-year, $6 million offer sheet.

The Packers will receive a sixth-round pick in next month's draft from the Redskins as compensation.

Bowen, 26, is expected to start ahead of David Terrell at free safety. The Redskins consider Bowen an up-and-coming safety with good speed and range. He wanted to make the move last year but the NFL wouldn't allow it.
