It was generated by "The Sports Xchange", a syndicated agency started by Frank Cooney back in 1987 (he covered the NFL for Hearst Newspapers from 1966 until then). It is a network of football writers and analysts, so that notebook was probably written by a Buffalo Bills beat writer.
