Wire is both faster and better in coverage than Haggan. Haggan might develop nto a good LB if someone were to grab him and put him outside in a 3-4.

I really like Wire at LB, he is finally in his natural and most instinctive position. The only thing that concerns me is his size.

coy wires size has not kept him from absouletly blowing people up in the preseason.. he tackles like a sledgehammer.

I am more concerned with Wire not being able durable to handle so many snaps but smaller LBs have been able to do so and it gives Bills time to work with other LBs and scour cut lists. I'd rather have Poz as an OLB and Wire inside though replacing Fletcher.

Haggan runs about a 5 flat 40. I just don't think that's fast enough to play OLB in the Tampa 2 effectively. Wire is the obvious choice. Stamer is next. I would consider moving DiGiorgio outside before letting Haggan start.

from what ive seen, i'd say wire is the smartest choice for speed and coverage, but if its say a short yardage situation and you need some strength..... haggan might be better suited for that.....
