Fifteen or 46.8% of teams are not carrying a 3rd QB.

I think this a oroduct of college football with less worthy QBs as well as teams trying to use replacement position for other positions.

3rd QB is not needed. If a situation arises where your 1st 2 qbs get injured then your screwed anyway.
