Higgins says he and Buffalo Mayor Byron Brown recommend that the Erie Canal Harbor Development Corporation return to the original plan for the waterfront made in 2004. That means moving forward without Bass Pro.

Higgins says if Bass Pro wants to come to Buffalo they can go to the vacant Memorial Auditorium or other available locations.

"If they want to be here, we have a site for them," Rep. Brian Higgins told 2 On Your Side via the phone from Washington. "It's the Aud site. A lot of public money is going to go towards the preparation of that site whether it's Bass Pro or another retail type of outlet."
