Creating the cap room necessary to re-sign Quarles always ranked above that, and the Bucs finally did that Friday when they completed a reworking of defensive end Simeon Rice's contract.
After two weeks of difficult negotiations, Rice signed off on a restructured and extended contract that makes him the highest-paid defender in NFL history and immediately allowed the Bucs to sign not only Quarles but free agent guard/center Jason Whittle.
