Bills Add WR and LB To Practice Squad

With receiver Justin Jenkins and tight end Derek Schouman getting called up to the 53-man roster late last week, two open spots were created on Buffalo's eight-man practice squad. Buffalo filled those holes with another receiver and a linebacker.
The Bills signed receiver Felton Huggins, who spent this past summer with the club in training camp before being released on Aug. 28. The 6'2" 186-pound wideout played his college football at Southeastern Louisiana and also played in the now defunct NFL Europa.
Buffalo's other practice squad signee is linebacker Blake Costanzo who spent this past preseason with the New York Jets. Originally an undrafted free agent signee with New York in 2006, the 6'2" 235-pound linebacker also played in NFL Europa this past spring.
Playing for the Rhein Fire Costanzo earned All-NFL Europa League team honors. He played his college ball at Lafayette College.
With the two signings Buffalo's practice squad is now at its full limit of eight, plus NFL international allocation Daniel Watts.

I am confused i thought Daneil Watts didnt count towards the 8 ma limit, they are saying we are at our limit but we only got 7 and Watts, i thought he was a special exemption player?
Anyone?
