he NFL Draft is just over three weeks away and normally at this time there is a consensus building as to what might happen at the top of the fist round.

"Anyone who tells you they can predict what will happen is lying," said one NFC personnel director. "The Bengals don't even know what they are doing with the top pick."

The latest rumor making its way through the league is that Cincinnati and Houston will swap picks in the first round, which means the Texans would get the first overall pick and the Bengals would get the third pick.

Houston would then select Michigan State receiver Charles Rogers, a move that would anger the Lions, who have the second pick. They want Rogers so Joey Harrington has his big-play receiver. It also helps that Rogers is from a school just down the road.

The Texans want Rogers to pair him with Jabar Gaffney and quarterback David Carr to give them the passing game they want to develop under offensive coordinator Chris Palmer. If they can't move up to get Rogers, it is believed the Texans might take Miami receiver Andre Johnson.

The Texans may also look to move down in the first round. Chicago (fourth overall) and Dallas (fifth) could also move down, while Jacksonville (eighth) and Baltimore (10th) wouldn't mind a move down in exchange for extra picks.

But who wants to go up?
