Is it possible one involves a draft pick and one does not?
Is it possible that was what there plan was from the start ...?

while The Answer can be highly suspect, he's not entirely wrong. Falcons taking Harrington back does give them 4 qbs if they draft one this year. The likely hood of a trade that the bills would find worthwhile probably won't happen.
There is still time for JP to land someone where else.

1) We didn't bite on an offer for a 7th round draft pick
2) Atlanta figured out that the only thing Loseman has in common with Vick is that he is an atrocious, innaccurate passer, but unfortunately lacks the mobility the current convicted felon had.
What does this tell you that they settled for resigning another 1st round bust they just cut instead of making a more aggressive offer for JP Loserman?

You don't trade a 1st day pick for a QB unless you think he has a good chance of starting for you. There isn't a single team in the NFL that would likely feel that way about Lossman. None.
I can identify maybe 7 teams that might have interest in him as a backup if Buffalo were to release him but will any of them step up and offer more than a 6th round pick as a trade? Anything's possible but IMO it's unlikely. So JP will probably be here this season unless he makes a stink.
If there is any team JP could fit in with it's Denver. Their offense requires the QB to do a lot of rollouts and bootlegs which is JP's strength. And Mike Shanahan is a great QB coach. But Denver already has it's QB of the future so would they pony up much for JP? In a word no.
