As of 3/18/08, I have the Bills $21,971,267 under an adjusted salary cap of $129,442,009 with $5,314,721 "dead cap" and $40,448,327 "cash to cap" available.
All players on the roster, including tendered players, are accounted for in the above numbers and also adjusted for top 51 rule

So does that mean that the Bills have 40 million in cap space they can use?

I believe that is what the man is saying in a cash to cap format where all bonuses are calculated up frnt.
SO if Evans can expect a guestimated 12 - 15 mil bonus for his extension then subtract 12-15 mil plus 1st year salary from that total.
I would go as far to say that the Bills have 25 million cash to cap left minus Lee Evans
