The Bills should have done this. They could have used a 5th and a 7th (providing the Rams agreed) to jump in and take Devin Thomas. Of course, the Rams may have not wanted that.

The Bills likely gambled that Washington might go for a tall WR like Sweed or Kelly (neither of which they were interested in) and probably stuck it out hoping that Thomas would continue to fall. Given that there were still many big WRs out there, it was probably a gamble worth taking as they still ended up with a big size WR. All in all, it wasn't terrible, but I probably would have been happier getting Devin Thomas and losing a 5th and 7th if it could have gotten done.
