I blame the team for not keeping ticket prices competitive and getting lax on the marketing in the 90's.
The tickets basically sold themselves in early 90's so the team didn't really put a strong focus on marketing. Then before they knew it, they were way behind on sales.
Plus, if the team goes out and wins 10-11 games this year, I'd bet we get close to selling out on Season tickets alone in 2009.
I know that this doesn't account for the big corporate dollars that they cry about every year, but I really think that could be charging more and still selling out.
