I just read a post that says a player on IR doesn't count against the salary cap, but that's not true. Anyways, I looked it up and found this:
The Reserve List allows a club to retain an inactive roster spot for players who are unable to practice or play with their club because of injury. In some circumstances clubs are allowed to move players off of a reserve list category and onto the active roster. In other situations the club is prohibited from returning the player to the active roster. However, in at least two categories players are entitled to receive salary.
There are three primary Reserve List categories in which a club may place a player for football-related injuries and non-football injuries:
