It's discouraged- but I guess you can have almost any number.
Numbers are more than just identifying the players. By rule, certain numbers actually perform a function. Anybody wearing an 80's number can be automatically considered an elligible receiver if covering the end of the line of scrimmage. If you bring in an inelligible number (Say, a 60's number- an extra lineman to play the TE position on short yardage) he has to report to the official before the play.
That being said, some players have inelligible numbers (Keyshawn Johnson's 19 for example) and I'm not sure how they work those out.
Paul Hornung of the Packers , a HoF running back, wore #5 (he was a college QB- won the Heisman for Notre Dame)

Instead of a number there should be a red cross on the front until he actually suits up and makes it through one full season w/ 300+ carries.Replace Donahoe with Modrak and fire the entire coaching staff!

The jersey numbering system was adopted April 5th, 1973
1-19 QBs and Specialists
20-49 RBs and DBs
50-59 Cs and LBs
60-79 OL and DL
80-89 WRs and TEs
90-99 DL and LBs
Since numbers could be retired and some teams were using up their allotments, TEs were added in the 20-49 group for extra players and WRs were added in the 1-19 group
