Wouldn't it make more sense to have the penalty assessed from the point of wherever the receiving team manages to get the ball? ie. (using the 15 yard penalty) The returner manages to get to the 30, then the penalty is assessed and they're moved back to the 15 (or half the distance to the goal if they didn't manage they got pinned/stopped deep).

What am I missing here? I have to be misunderstanding the way it is now - because it doesn't make alot of sense to me.

Well, I think it would be hard to justify taking away a TD on a kickoff return because of a penalty on an extra point. I think what they do know is the best way of doing it. I think it used to just be declined so they didn't have to kick the XP again, then they allowed the yards to be penalized on the kickoff.
