I don't think it's illegal to just use a player's name, but using exact NFL team logos without written permission may be illegal.

I think buying the shirt is safe.

Yes, it's illegal to use a player or team logo without the proper permissions (which are usually obtained by paying royalties).

However, that shirt has the number 83, the name Evans, and a logo that sort of resembles a Bills logo but really isn't a Bills logo. There is no image of the player's face. So, technically it is legal because there is nothing that confirms it's Lee Evans of the Buffalo Bills. We all KNOW it is because that's how we associate the name and the number, but that's not what it specifically says.
