Why the **** is this not a rule

When there is 10 seconds left in a period and you take your skate and hold the puck against the boards for 10 seconds so the other team has no shot at it. This should be a delay of game penalty. After 3 seconds you should have to move your skate.

It was a rule when the NHL came back from the lockout in 2005, the refs used to yell at the players to "keep it moving" (meaning the puck along the boards) Bettman said that there was not going to be anymore clutching and grabbing but those rules have gone by the wayside, and players racing from end to end without a whistle. The NHL said that they even wanted the linesmen to drop the puck quicker now it takes them about 5 min. for them to drop the puck.
