Bell. the Bills are high on him and I watched him play very well for a rookie in pre-season.

He needs to put on about 35 pounds but he has all of the tools.

Bell isn't on the PS, he is on the roster. From what I recall hearing, because of his potential they didn't want to risk putting him there.
