James Harris, the Jaguars' vice president of player personnel, didn't get his first choice for his new director of pro personnel, but he got an executive with an impressive resume.

After the St. Louis Rams convinced Harris' former teammate, Lawrence McCutcheon, to turn down the Jaguars offer by giving him a lucrative package, Harris lured Charles Bailey from the New Orleans Saints to fill the position.

A scout for more than two decades in the league, Bailey was on the Pittsburgh staff for 10 years with Tom Donahoe and Tom Modrak when the Steelers were noted for their personnel moves that made them a perennial contender in the 1990s.

Bailey, who also served eight years as a scout for the national scouting combine, was the assistant general manager of the Saints for three years. He was moved into the post of director of community affairs in a front-office shakeup last year after former general manager Randy Mueller was fired.

This job will enable Bailey to get back into the football operation and he'll join Gene Smith, the college scouting director, as one of Harris' top two aides.

"They're both directors with excellent potential to move up," Harris said
