Panthers-Bills tickets only available to NC/SC residents?

Just heard that a few minutes ago..

"Bank of America Stadium is located in Charlotte, NC. Sales to this event will be restricted to residents of North and South Carolina. Residency will be based on credit card billing address. Orders by residents outside of the Carolinas will be canceled without notice and refunds given."

Can someone confirm this? It was posted on a facebook status, the guy seems a bit pissed off (lives in VA) so I'd doubt he would make it up.

dunno. i live in charlotte. my buddy here got us group tix already. seems kind of strange thing to do. tennessee, virginia and georgia arent that far. i dont understand this move

I know they did that for Carolina Hurricane tickets against the Sabres. The game will probabl be sold out before it goes on sale to the public. PSL owners got first chance to buy today and tomorrow Bank of America Associates get a chance to buy.

I know of (literally) 160 people going to the game who are Bills fans, I know that my friend got them down there for 60 of us, don't know how the other 100 got them.
