So it might snow. So the game-time temperature might dip into the teeth-chattering teens, or lower. So the halftime entertainers might need thermal underwear, parkas and earmuffs. So what, says NFL commissioner Paul Tagliabue.

While most of the rest of the civilized football world might think playing a late-January Super Bowl in an open-air refrigerator in New York or Washington makes very little sense, it makes all the sense in the world to Tagliabue.

"We're interested in putting a Super Bowl in Washington and New York for a lot of reasons," Tagliabue said yesterday during the league's 2-day spring meeting at the Philadelphia Marriott. "They are two of our major population centers. New York is unique as a commerce center and an entertainment center. Washington is unique as the capital of the United States and headquarters of our government.

"They both are in close proximity to a very large number of NFL fans from other teams that could drive there to cheer on their team in the Super Bowl if they made it. There are just a lot of factors."
