As badly as the NFL wants to return to Los Angeles, and as much as it tries to force the issue, the road to the nation's second-biggest TV market remains unnavigable for now.
Blocked by the absence of an acceptable stadium plan, the league renewed the chase last week with a $10 million commitment to explore building on a former dump site in Carson, Calif.

Although league owners also authorized commissioner Paul Tagliabue to continue talks about refurbishing the Rose Bowl in Pasadena, the Carson project clearly is the preferred site....

No, there isn't much noise about the Raiders' role in this. Not now. There doesn't need to be much now. Before the first game possibly can be played in Southern California, which officials say won't be any earlier than 2006, the Raiders will have a lot to say.

Odds are it won't be anything the NFL will like. It might cost the league a whole lot more than it had budgeted on returning to the nation's second- largest market. Or it might tick off whichever team has designs on moving to whatever stadium would host it -- and there are plenty of teams and more than one stadium, real and imagined.
