According to ESPN, the Bills have the sixth most difficult strength of schedule in 2009 based on teams 2008 records or is the draft order determined by the teams records in 2009?

Considering the draft, will this put us ahead of teams with an identical finishing record like Oakland, Seattle and maybe Washington.

If it is, then we are possibly drafting ahead of Oakland and Seattle who are both 5-9 and are awaiting the outcome of the Redskins game as they are 4-9
Based on this would the current draft order as things currently stand be

1. Rams
2. Bucs
3. Lions
4. Chiefs
5. Browns
6. BILLS or REDSKINS?

With the weaker schedule? Surely the team who faced the most difficult schedule should go first?

No, the team that had the weaker schedule but the same record is considered WORSE therefore they pick first. The idea is for the worst teams to pick first.

With the weaker schedule? Surely the team who faced the most difficult schedule should go first?The draft is a reward for suckiness... Therefore the team with the perceived weaker schedule would be the "worse" team and get the earlier pick.
