#1, Ralph Wilson = absentee landlord: Too busy counting his money to worry about the team's performance. Content to rest on his mid-90s laurels forevermore.

#2, Ralph Wilson = ultra-stupid executive: Never occurred that fielding a winning team might be good for business (helped along by the army of delusional Bills homies).

#3, front offices from hell, starting after Butler/Smith

#4, relatively talentless, poorly coached teams

#5, the Music City Miscarriage

I don't know who exactly is responsible for what, so I will put Wilson on top, and limit the rest of my replies to the roster.

We have young potential at each position, but each position needs a strong backup plan

Too far down the list for them to find a suitable up grade this year. If they move to a 3-4, this becomes "1c".

If Schobel retires, this shoots up to "1c", but I have little faith in Maybin, so the future here looks bleak.

Outside Lee we have about 20 career catches logged for those under contract for '10. On a normal team, this would be a #1 priority, but on this one it is a footnote.
