I wondered if the Bills were attempting to break the record.

Hmm, let's see. . . using just IR the Bills could put together a complete offensive line, complete with tight ends, a defensive secondary complete with nickel back, a 3 or 4 man linebacking squad, and bookend defensive ends. Only one WR and no other skill players on offense. They have a little more work to do to assemple complete offensive and defensive units on IR.
