historically the thriftiest of the group are below the floor.
who can blame them. only the cardinals are close to being any good and they just jettisoned half their team to other teams.
before we all cry that the bills are cheap, they are in uncertain times. why lock a guy in when you have no core and no idea where the new cba is going?

Not exactly that surprising tbh. TO's $6.5 million disappearing makes a large part of the difference, and Butler retiring surprisingly.
There's an awfully long way to go with this years FA imho, with quite possibly a flurry of additional activity after the draft, when teams know what needs haven't been met.

Of that list, only the Cardinals and Bengals did well last year, and the Cardinals benefited from being in an incredibly weak division. And historically, both franchises have been just as inept as the other 5 on the list.
It's not a coincidence that this list is made up of traditionally bottom-feeding organizations.
