From '95 until last year, it really has been an up and down position to be in for the NFL draft.

95: New York Jets TE Kyle Brady - Average
96: Oakland Raiders TE Ricky Dudley - Average
97: Arizona Cardinals CB Tom Knight - I know nothing of this man
98: Jacksonville Jaguars RB Fred Taylor - Stud
99: Detroit Lions OLB Chris Claiborne - Journeyman
00: Chicago Bears MLB Brian Urlacher - Stud
01: Seattle Seahawks WR Koren Robinson - Bustish
02: Jacksonville Jaguars DT John Henderson - Maniac
03: Minnesota Vikings DL Kevin Williams - Stud
04: Jacksonville Jaguars WR Reggie Williams - Bust
05: Washington Redskins DB Carlos Rogers - Up and Down
06: Detroit Lions OLB Ernie Sims - Above Average
07: Miami Dolphins WR Ted Ginn Jr. - Traded
08: Cincinnati Bengals OLB Keith Rivers - Busted Jaw
09: Green Bay Packers NT B.J. Raji > Maybin's rookie year.

Lot of noticeable names there, but with all picks, you never know what you're going to get. Seems that Defense is the way to go though... Just saying.
