Say we get the number 1 pick and luck doesn't declare, and there's a lockout do we not draft a qb this year and wait or go with Mallet or locker?

There are multiples options even if Luck decalres, he is not a lock to go #1 overall as of right now.

Agree with Db. There are multiple options. I think QB should be the #1 priority, but I dont want us to reach. So, it could still be Mallett or even Locker depending on where they grade out. However, I could also see another position or a trade down.
