Face-guarding

We've been called on this in the past few games, so I'm pretty sure I didn't miss a rule change...How come Urlacher (and Torbor earlier to be fair) wasn't called for PI on that pass break-up in the end zone?

Torbor didn't make contact

Urlacher somewhat did but he was close

Both shouldn't have been called

It's only a penalty if you make contact.
