It now makes so much sense. According to this article, the small market NFL teams can get away with spending as little as possible on FAs because as long as other teams are giving big money to their FAs any dollar those teams spend goes towards fulfilling the 99% requirement. Its not the cap hit, its the amount of cash spent, so any signing bonus money also counts towards the amount of cash required to be spent by the NFL as a whole.
Basically, the Bills can sit around with their big time Brad Smith acquisition and be very happy that Charles Johnson received a $30 million signing bonus to cover the quota.
Does anyone here really think that Ralph voted yes on that deal for nothing? This allows him to sit back and basically save money for the next two years until the 89% quota kicks in in 2013.

BTW I know there is a thread similar to this but I wanted to shed light on this particular point and warn the zone not to expect FAs to be walking through this door anytime soon.
