“Having this new agreement that keeps our Training Camp at St. John Fisher College is tremendous,” said Bills quarterback Ryan Fitzpatrick. “Everyone at the school does such a great job during our time there and it’s a first-class operation all the way. I talk to a number of players around the league and I’m thoroughly convinced that we have one of the best, if not the best, training camp in the NFL.”

any idea how long the deal is supposed to last? The article doesn't say.
I doubt a training camp deal is enough to block a move, but any contract that keeps things as they are makes a move less likely.

If there's a contract, it means it will have to be bought out before the team could be moved. If the Bills have a stadium deal and a training camp deal and some other potential LA franchise doesn't, it makes the Bills a more expensive and more complicated deal.
Again, a training camp deal is not an insurmountable obstacle, but any LA owners will be looking at spending somewhere between $650MM and $800MM to buy a team, plus stadium financing. They will be looking to take the path of least resistance and keep costs down.

I think it should be a Califirnia team or Jax that does move. Of all the teams outside of Cal, Jax has the smallest fan base & least amount of history.
