Almost every play all the Steelers pass rushers are held, but it never gets called. Total BS.

I think holding is now basically legal in the NFL. It comes down to referee discretion, which is similar to police discretion.
Police witness many law violations but usually have discretion on whether to arrest or cite the offender. Except for felonies committed in the presence of officers, or for domestic violence "mandatory arrest" laws, police officers really do not have to ever arrest anybody.
This discretion is an important part of law enforcement, and if you were ever given a warning on a traffic ticket instead of receiving a citation, you have been the beneficiary of it police discretion.
In the NFL, referees always have discretion on when to call a penalty, and in the current Jack Lambert-predicted world in which "quarterbacks should wear dresses," holding is a discretionary offense which will almost never be called.
