Most games (if not all) have a selection committee that scouts and ranks players be position. Most of the games have a Senior only requirement, however this year the NFLPA game says it will allow juniors in as well.

Traditionally...
The Senior Bowl will take the best players in the country, 1-4 small school players and is considered the cream of the crop.

The Shrine Bowl every year takes 2-3 candian college players (names are released in the link) and then gets a mix of 2nd tier college seniors and a few more top level small school guys.

We have no idea what kind of player the NFLPA game is going to attract at this time.

The Little Rock Players All-Star game and Casino Del Sol game are going to be after more of your late round and free agent types. Many will take a larger number of small school players and are considered to be on the lower end of quality.
