Since it's listed as a rumor, I'd say it's probably related to this comment: http://blogs.buffalobills.com/2012/01/17/nix-not-against-drafting-a-qb/

Bills GM Buddy Nix knows predicting what falls into your lap in the NFL draft is virtually impossible. That’s why when asked if he would draft a quarterback this spring he wouldn’t rule it out.

“Maybe so, yeah,” he said. ”If there’s one there at the right time, I don’t mean that to be that vague an answer but yeah, we’d take one.”

One is not expected to be there at the right time in the first round, especially with some notable underclassmen returning to school for their senior seasons. Moreover Buffalo has more pressing needs at other positions anyway.

Probably not much more to it.

Heres the most important part:

The first round will not be the right time, as the two QBs with a high first-round grade are likely to be off the board when the Bills pick. Instead, the popular theories making the rounds have the Bills going either with an offensive tackle or a pass-rusher (http://insider.espn.go.com/nfl/features/rumors?date=20120105#13357). Iowa OT Riley Reiff (http://insider.espn.go.com/nfl/draft/player/_/id/27818/riley-reiff), as well as UNC DE Quinton Coples (http://insider.espn.go.com/nfl/draft/player/_/id/28090/quinton-coples) and Alabama OLB Courtney Upshaw (http://insider.espn.go.com/nfl/draft/player/_/id/27437/courtney-upshaw) have generated considerable buzz as possibilities for the Bills at No. 10.

No QB in the first round again this year, please.

For the thousandth time, build the lines and the rest of the defense, fill in the skill positions when you can.

If you build the franchise, the franchise QB will soon follow.

Aren't they just extrapolating from what Nix said at his state of the Bills press conference? There are no surprises here, nothing that would make me want to subscribe to ESPN Insider at least.
