Bills carry over $20.9 M in 2011 cap space to 2012 season

This changes a few things on how much room we have to get FA:

As the NFL readjusts to the problems that arise from spending that once again will be approaching the annual salary cap, there's an important provision of the new Collective Bargaining Agreement that needs to be highlighted.

That link doesn't say they carried it over, it says they can carry it over:

Under Article 13, Section 6(b)(v) of the CBA, each team may carry over any remaining cap room from one year to the next by submitting written notice, signed by the owner of the team, to the league office no later than 14 days before the start of the next league year. The written notice must indicate the maximum amount of cap room that the team wishes to shift from one cap year to the next.

Also to be noted is the fact that there have been at least a couple of deals done since those numbers were 'correct'. Lindell for one, Sanborn for another, and the time scale is such, that Pears deal may also not be factored in.
While it's certainly a decent situation to be in, what could be carried over if the Bills want to do so, may be nearer $10 million than $20 million.

It's also possible that the Bills could re-sign another couple of guys before the deadline, and use up a bunch more of that 'space'.

This relatively simple device replaces past tools for carrying over cap space, which included (for example) loading up a renegotiated player contract with a phony “likely to be earned” incentive that would chew up space in one year and then trigger a refund to the cap in the next year.

What’s odd about the new procedure is that teams must affirmatively choose to carry over the cap space. If a team wishes to be competitive, why wouldn’t all remaining cap space be carried over in any and every given year?

Doesn't change anything if we decline to submit the written notice in the required time frame.

The actual amount is $10-12 million

Lindell's deal does not apply to 2011 in any way

The Bills have done that in years past prior to the CBA expiry, why would they stop now?

so if we carry over salary cap from leftovers last ear, how does that affect the "must spend to 90% of the cap" rule

That doesn't kick in until '13, I believe, and then it's an overall average of the next three consecutive seasons.

so we could potentially spend $20 million more than everyone else?

Folks that money is all but spoken for. It was earmarked several years ago to extend Kelsay, McGee, and another white guy with a high motor when we find him.

Tampa Bay announced they will be doing the carry over, which gives them a figure around 60 million.
True fans want wins, not draft picks.
