I suggest that it is the next instance of the NFL making an 'event' out of its business. The timing gets us football junkies locked in just in time to have a few bits of 'breaking news' during prime time.

It coincides with the opening and closing of business in other aspects of the league. See the trade deadline, waiver pickup deadline, etc all have a set time of 4pm.
