4. Other teams like Chicago, TB, Jags, and others, have spent all ready, and are probably out of the running

Even if a team likes the Titans call Mario's agent with a big offer I'm sure the Bills will have a chance to outbid that offer and with what they have gone through I don't see them getting out bid.
