The NFL started bye weeks in 1990, according to Wikipedia. In 1993 and 2001, each team had two bye weeks.

So, 25 byes over the span of 23 years.

During the Super Bowl years, the only year the Bills lost their last game before the bye was 1992... The year they didn't win the division.

They also lost before the bye in 1994, the year that they didn't make the playoffs and ended the string of Super Bowls.
