They cut their roster down to 50. Why do that?
Sure I get the idea that they are going to fill those spots with players cut by other teams (or, in theory, via trade). And I am sure there are better players out there than they had on their roster.
But why cut these guys now before you actually sign the new players? There is no reason to make the extra moves now. Keep the roster and cut whomever the last 3 cuts were once you actually get awarded the waiver claim, make the trade or sign the free agent. By letting the guys go now, you create a situation where you might lose the player you want (via a team ahead of them in the waivers pecking order) and maybe lose the player you had through camp if he gets claimed.
It is just illogical and dumb.
